Unhappy with the delay by the Registrar Co-operative Societies (RCS) in scrutiny of membership for the 60 odd co-operative group housing societies in Dwarka, the Delhi High Court on Monday asked it to expedite the process.A division bench led by Justice Geeta Mittal slammed RCS for not wrapping up its scrutiny into membership of the CGHS flats in order to weed out fake members, despite the CBI having filed chargesheets in the case.
High Court reminded the RCS that thousands of genuine flat allottees were waiting to take possession and it should therefore speed up its scrutiny. Asking the official to submit a comprehensive status report, the bench demanded to know why despite CBI’s completion of probe the RCS was lagging behind. The court hearing comes in the backdrop of letters shot to the LG office by angry flat owners complaining against the delay in scrutiny by the RCS. The CBI counsel Harish Gulati informed the bench that CBI had already filed the chargesheet into the scam and had shared details of it with the RCS.
Earlier, West Delhi MP Mahabal Mishra wrote to LG Tejendra Khanna seeking his intervention in the matter of allotment of thousands of cooperative group housing society flats to their owners in Dwarka.
Three years ago, acting on the basis of a CBI clean chit, HC had granted permission to the RCS to hold draw of lots so that original allottees could get possession of their houses at the earliest. While HC’s green light covered a majority of the scam ridden CGHS, the RCS began its process of scrutinising members before handing over possession.
